babcock ranch grazing leases

so now that babcock ranch is a state park, i called the office, 941 639 3958, to ask about leasing land to graze cattle. they told me that they weren't leasing to private people.
so let me understand. the taxpayers of this state, in addition to funding most of the infrastructure for the city of babcock, are paying the overhead for a state-run cattle operation while it competes with private people who have to pay their own way?? smells like a load of poop to me. o.c.
